According to your percentile score in TANCET, it is very low for admission to ME/M.Tech through Anna University. Cut-offs are different for different institutions and it also depends upon various factors so it is bound to change every year. You can try for some other low tier colleges
If you General category candidate then it is pretty difficult to get Material Science in IIT BHU. IIT Kanpur is out of Reach.
Last year the cutoff was around 630 for IIT BHU. I know coutoffs varies from yera to year but in this case it is difficult to vary
