With this score you can't get good colleges. I think you can't even clear the cutoffs considering (UR). But if there is chance then you can get Below Average Private or Average Private colleges like:

RMD, Gummidipundi RMK, Gummidipundi PSNA, Dindugul Sengunthar College, Erode KSR College, Erode.

see your both of the year score does not varied very much and in 2020 cutoff is high compare to 2018 in electronics and communication engineering , pwd quota. in 2018 cutoff was 16.6 and 2020 cutoff is 19.2.so you may apply for counselling from 2018  rank wise and

Yed definately if you get passed in supplementry exam and if the JEE score is of the same year then you can get admission on your JEE Mains score.

Just make sure you pass the eligibility criteria of JEE Mains which is that you  must obtain a minimum of
