As a general candidate you should score above 520 to get admission in government medical colleges, however for SC ST candidate with 446 score you can get semi government medical College easily.
See it depends upon your category like General/OBC/SC/ST because reservation is provided according to these Vertical categories

In accordance to the previous years cutoff ,a score above 450-470 will be considered as safe for admissions into the veterinary college in Palampur, Himachal Pradesh under ST/SC Category. So according to your NEET 2021 marks which corresponds to 411 , the chances of admission might be quite low
