Scoring 316 in NEET makes it quite hard to get a government seat in India, especially in MBBS. Private colleges are very costly, so many students look at options like Nepal.
Studying MBBS in Nepal is not a bad option. The syllabus is similar to India, the language used is mostly English, and the culture is also quite close to India. Many Indian students go there every year.
But before deciding, think about these points:
Do you want to drop a year and try again? If you are confident and ready to work hard, you can give NEET one more try.
Can your family afford Nepal MBBS fees? MBBS in Nepal is cheaper than private colleges in India but still costs a good amount.
Are the colleges in Nepal recognised by NMC (India)? Only choose NMC-approved colleges, or your degree won't be valid in India.
So, yes, going to Nepal is not a bad decision, but dropping a year is also an option if you are serious about improving your NEET score.

With the JEE score of 13901 your admission in:
1) IIT is very less likely as the cut off for ST category ranges between 1500-2000.
2) NIT is possible but only in newer and less competitive branches like NIT Goa, NIT Srinagar, NIT Sikkim etc. You may also avail home state quota if you belong to the same state where the NIT is situated.
3) You have good chances to get enrolled in a GFTI, as they have lower cutoffs. Few famous GFTI are:

With a 69% in Class 12 and a 29 percentile in JEE Main, it will be a little challenging to get admission at Rajasthan Technical University, Kota because the cut-offs are much higher according to previous trends. You can think of other good options.

To calculate your MHT CET PCM percentile, we need the highest marks scored and total candidates. But generally, scoring 73 marks out of 100 in PCM is good. For BPT (Bachelor of Physiotherapy) at NIMS , admission is usually based on your NEET score. If your NEET score is low, it might be difficult to get admission directly through the general merit list.
