As you said you have done engineering but as engineering do not have Biology subjects and since the qualification for NEET is all subjects including Physics, Chemistry and Biology so your highest qualification will be considered as 12th in which you have completed with PCMB, English and Sanskrit
When you fail in 12th and then again appear in examination, then you appear for it as a private candidate . And as a private candidate you are eligible for neet. And it doesn't matter even if you have failed twice i. e in 2019 and 2020 .
