No you need to pass your undergraduate course first before you can apply for postgraduate course. With two backlogs you cannot apply for postgraduate course. Okay so you mean the 15% ALL INDIA QUOTA cutoff for getting into Maulana Azad Medical College, Delhi under SC reserved category.

However RUHS Nursing cut off  marks 2019 ( Rajasthan)

Gen male   53- 56 marks

Gen female. 50-52 marks

OBC male   50-53 marks

OBC female  45-48 marks

SC male   44-47 marks

You can calculate your rank by using the formula 100- (your percentile)* 869010/100 where 869010 is the no.of Candidates who have appeared for the exam. Going by this your approximate percentile is around 85-87%. For a rank for NITs and IIITs you will need atleast 95 percentile even with SC
