See if you are a private student, then you should use the name of the school from which you get enrolled in Registration for CBSE in your NEET FORM. The school you have registered before and didn't given the exam, but it obviously had issued the registration certificate for 10+2.

The Education requirement to be eligible to appear for GATE 2022 is that a Candidate must have passed graduation in engineering/technology or Master’s degree in any relevant science subject from a recognized board. Candidates who are in pre-final or final year of their qualifying degree also eligible to appear
No for GATE its required that the student should be in the final year of there courses. Now if you are a BSc grad student admitted in 2019 then you are in 2nd year as well as if you are BTech student then also you can apply for GATE. But
