Since you haven't mentioned the board for which you wish to seek solutions of accounts chapter 14, I am considering you to be a CBSE board student. Now you can find the detailed and complete solutions to all the chapters of accounts of NCERT for class 11th and 12th which are easily available on internet and that too for free of cost. There are so many websites providing the solutions. You just need to type the board, subject and the chapter for which you want solutions and you will easily find them.

see currently you are doing a government job, now see ugc net score is evaluated for recruitment of lecturer or professor in govt as well as private institute. so if you want to switch to teaching profession , you may study for ugc net.

now coming to wbcs, exam is quite hard and have to prepare for one year, however the compensation is good and have excellent opportunity for graduates as well as commerce graduates.

however wbcs exam preparation is tougher than ugc net, but you have to decide what you want after clearing these exams, so take your decision accordingly. see none of the competitive exam is easy, you have to study sincerely along with your job to crack the exam.
