Well, All 3 colleges you mentioned are good. The fees of JNTUA College of Engineering, Kalikiri and Acharya Nagarjuna University, Guntur will be less as compared to Maharaja Vinayaram Ganapathi Raj College of Engineering. Because MVGR is run private and other two are run by government. All colleges have basic requirement and good faculty. JNTU have less accreditations compared to other 2. So you can decide based on these things.

if you want to join hostel you need to pay 10000 as deposit fee (for o.c canditates)and at last of every year regarding to mess bills(around 1200–1500 per month) the deposited fee is redeemed from total mess bill

For that, you need to clear CAT examination and must score a percentile falling in the range of cut off.
