You are completed your 12th in 2018. But you don't get the 50% in PCB group. But for NEET minimum 50% marks is applicable for admission in a medical college. You can do again 12th examination from open university and get minimum 50%. Then you are eligible for NEET

As the percentile mentioned by you your General AIR rank must be between 60147 - 48371. As you have not mentioned your category in which you belong. There is a less chance that you can get NIT/Top government colleges of  Delhi but you will surely get good private

You can use Black and white Photograph in  JEE Mains, But make sure it has optimum Contrast and clear Background. Also read the instructions well before submitting the Documents. You may need to add name and Date of taking the photograph.
