Usually higher secondary (12) education is required for attendin UG courses. For obtaining most of the value the course has to offer it is advisable to complete 12 as you might have to encounter subjects whose basics are learnt in the mentioned classes. So please complete 12 before

Definitely you can get a fee reimbersment of Rs 45000 on your fees if you are a white ration card holder. But the remaining amount has to be paid by student only.

It depends on college to college and you didn't mention the college name here which you are getting in with this rank.

But most probably if you get seat in aeronautical engineering with this rank then you have to pay somewhat between 5-6 lakh for four years course.

Well, to be honest this may be a hinderance for you, but according to rules and eligibility criterion laid by most of the colleges, as long as you don't apply for flying, you are eligible for aeronautical engineering, given the fact that you can diffrentiate between colours.
