If you are not from IITs or NITs than go for the courses that are listed on NPTEL. After the course you will get certificate on clearing exam. These are issued by IITs and whole process are conducted by them. You can also do some software related courses.

As you have not mentioned which college you want to know about I will give a general view.Mmoreover most colleges dont give any rebate in fees except if you have come through management quota( then you can get a rebate of 30-40 thousand compared to what general category students
