Yes you cna definitely apply for Aerospace engineering ME/M. Tech Courses.

You must have appeared for GATE exam and nust have minimum 50%aggregate marks in graduation.

For IIT you shall need 60%aggregate marks as minimum criteria.

No you can't be able to apply for aerospace engineering via GATE since you have done your graduation in under Civil domian so you can't be able to apply in aerospace domain. Rather this you can do your M.E in your domain only.
