Hello student I'm sorry to inform you but no you can't get admission in school of open learning, University of Delhi in 3rd semester. You need to get admission in first semester and start your course right from the beginning despite of the fact that you're already in 3rd year in Agra university.

It totally depends on the subject of study which you wish to pursue in the Postgraduate Level. If you wish to do post-graduation in any technical course then for Engineering branch you need to appear in GATE EXAMINATION and for Pharmacy you need GPAT exam. For other B.Sc courses admission is merit based while for few other courses they conduct an entrance exam.

So based on your curriculum of study you can receive information brochure from the official website to get the desired details.

The applicant belonging to general category should have scored at least 50% marks or an equivalent grade point in aggregate.

There is no data given by the agra University that what is the total fees for PhD computer science but as per my knowledge the courses here like BA, b.com has total fees under 8-9k for the whole course and the post graduate programmes like mba has a few structure of 1.41 L so you could consider to be somewhat around this.
