The cutoff is different for different category students and for different colleges. The cutoff depends upon various factors like aspirants appearing for examination, previous year cutoff trends, difficulty level of the paper , etc.
However, looking at the previous year cutoff trends, and the rank that you have scored in TS EAMCET you have little to decent chances for getting very good colleges. It's still the prediction though as the cutoff changes every year.

In order to get Ag. M.sc seat through ICAR entrance you need to apply the ICAR AIEEA PG form which is conducted by NTA (national testing agency) .
Eligibility criteria for ICAR AIEEA PG Course.
Candidate who is applying for PC course must make sure that he/she must have passed in Their bachelor's degree with at least 60% marks for general, obc and UPS categories, whereas candidate belonging to SC, ST, PC categories mush have 50% marks.
Candidates appearing for M.V.Sc must have completed Bachelors of Veterinary Science and Animal Husbandry with internship before the date of admission.

According to your rank it will be better for you to go for BSC bio. BSc bio is a course of 3 years. After completion of this course go for higher studies like MSc and PHD. A for National eligibility test that is net. And go for a lecturer job after doing PHD. Dadar hai not doing MSc in bio and doing a BA degree of 2 years I can take a teaching job in any of the schools under government or government it or private reputed schools. After completion of Bsc bio candidate can do work as botanist in wildlife sanctuaries or reserved forest you can also appear for forest service commission and get a responsible job in forest conservation.

As per my knowledge, yes you are eligible to get B.Sc agriculture seat after 15000 rank in AP EAMCET. My suggestion to you is that you can apply for B.Sc agriculture admission in private college which accept your score.
for BC A it can be last up to 7000–8000… for OC it will be 4000- 5000…. For SC/ST it will cross 15000 for getting a AG BSC. Seat… if your father is army or ex army… then you have a chance to get it if you belong to BC category it SC or ST ….. if your OC and also your father is army …then there may be chance but not sure….
