BTech in Agricultural Engineering is a 4 years, UG degree program which deals with the study of subject related to agriculture engineering structures & rural engineering, post-harvest engineering, soil-water conservation engineering and much more. The course provides knowledge of of farm machinery, pump engineering, hydraulic control irrigation engineering, structural design, groundwater, well engineering, instrumentation, and control engineering in agriculture.
The eligibility criteria for the BTech Agriculutral Engineering course is that the student must have passed 10+2 with Physics , Chemistry , Maths / Biology and must have scored a minimum of 50% (the minimum marks of 10+2 may vary for various colleges).
So yeah! If you are a PCM student then you are obviously eligible for the course of Agricultural Engineering.

Exactly not predictable but you have SC rural category weightage with Agriculture Quota. You may get the seat in B.Sc. Ag. seat or may not be in KCET .
The Top agriculture colleges cut-off was closed around 1000-1200 rank in 1st round. But you belong to SC Category you have a wonderful chance to get a seat for B.Sc. agriculture in 1/2/3 round.
