You have scored a very high rank in AP EAMCET. At such a high rank, there is no way that you can get admission in any of the government institutes for horticulture or agriculture course. The government institutes providing these courses offer admission to students with a much better rank than yours. The number of seats for these courses are also extremely limited. The number of courses are so limited that it pales in comparison to the number of applicants. There are only like 500 seats in the government institutes for the agriculture course and for Horticulture, the number of seats are even less. Although you have sc category reservation, still you need to have a very good quota rank to back up your contention as the number of reservation seats are even more less. So I hope you understand the perilous state that you are in right now.
At this point of time you should explore your options and look for some good private institutes that offers admission in agriculture/horticulture to students of your rank. Before joining any of these private institutes, you need to compare them against each other to know for yourself which is the better college for you to pursue graduation. The expected cutoff of of icar AIEE ug exam 2020:-
Candidates who belong to unreserved category required at least 300 to 350 marks to get government seat in icar AIEEA UG.
Candidates who belong to obc required 300-320 marks and candidates who belong to SC required 250 to 300 marks.

To get an admission in private agriculture colleges, you can go through AP EAMCET/ TS EAMCET counselling. Also, if the college itself is conducting an entrance test for admission, then you should check the official website of that particular college and check the eligibility criteria for admission. Maybe they may not conduct the entrance test and can get you admission solely on marks obtained in matriculation as well as in intermediate level. On that ground, they will produce a merit list for admission of the candidates who are eligible. You can choose any subject which is available in the list of subjects for optional in UPSC exams. It has little to do with your graduation degree. You can choose any optional subject for your UPSC exam, there are no limitations for the graduation subject as such. Just sometimes, in interviews, there may be questions on your core topic at times. You can choose any subject irrespective of your core graduation.

So, the Registration for Counselling, Slot Booking & Payment of Processing Fee for TS EAMCET agriculture has already started from 30th october 2020, Certificate Verification has started from 1st november and Seat Allotment is on 19th november 2020.

To get admission in any state or central agricultural college through ICAR for category are as follows- 1 OBC- 360-400 2. SC- 320-360 3. ST/PH- 340-300 4. General- 400-360 These are estimated marks.
