Now, there are other criteria as well which you can check by by clicking here . But mostly you'll fulfil them. If you fulfil the above-mentioned criteria as well, you can very well appear for the GATE Exam. Passing your B.Tech from Techno Batanagar wouldn't affect you giving GATE.

Yes, a candidate who have passed B.Com can get admission in MCA in RVR and JC College of Engineering, Guntur. The eligibility criteria is that a candidate must have Passed BCA/ Bachelor Degree in Computer Science Engineering or equivalent Degree or Passed B.Sc./ B.Com./ B.A. with Mathematics at 10+2 Level or at Graduation Level (with additional bridge Courses as per the norms of the concerned University). General Category candidate must have scored at least 50% marks in the qualifying examination and for reserved category candidates it is minimum 45% marks in the qualifying Examination. The admission is based on merit in AP ICET entrance examination.

hope you are doing fine and great . As per your query , I am very sorry to tell you that you cant take admission in iit because for taking admission into IITs you must qualify the JEE mains exams . For getting eligble to appear in jee main exam ,you need to have maths in your 12th as one of you main subject.

see you did not mention which certificates you have not taken from college. well if its the b.tech semester mark sheet you may contact with the university under which the university is affiliated. you should bring the matter to the university exam authority. once the exam is completed and results has published , if you have cleared your payment for the said semesters then college should not hold back your certificate. legally you can claim your certificates for semester which you have paid the tuition fees and passed in the exam.
another thing I want to mention that your two year incomplete b.tech semester certificate would not help you to secure a job. every time you will be asked for final marksheet/ provisional certificate.
I suggest you to once again contact with university officials and request to solve the issue.
It may seem rude but the fault here is yours. You should have collected your certificates at the time when you left the college. Actually the law will also work only when the college side will be at fault . What I mean to say is that every college at the time of admission takes your declaration that if you will leave the college in between of course period, then the student side will have to pay certain amount of money. Now the amount of money may vary depending upon the college. So the scenario that you are mentioning couldn't be solved by any such law. But still if you want to take actions, you should contact a lawyer. One more thing that you can do is that you can try to convince the college about why you left and if the situation would seem relatable to the college, then they may waive off some of the money.
