You need to choose upgradation to participate in further round of counselling. As you mentioned that You forget to upgrade option to participate in third allotment of AIIMS PG so I think you cannot participate in further round of allotment. You may confirm this by reading the terms

No. Once you complete the Basic registration process for a certain session, it holds good even for July 2020 session. Once you have completed the Basic registration process and it has been accepted, every time you want to appear for NEET PG, you only need to complete the final registration
