The answer to your question is YES. Anyone who has a valid rank in JEE Mains can apply for JOSAA councelling. You will get colleges based on your rank. The seat allotment for JOSAA Councelling depends on factors like Category of student, Gender, Home state quota of student etc.
Hello Aspirant! With this rank. you may have chances of getting lower NIT's with core branches or other GFTI's. Getting IIIT would be difficult. You may get upper branches in GFTI's like Assam University, Tezpur University, Mizoram University. Or else you can try in other state level counsellings like JAC
