Based on the previous years cutoff you do have a chance of getting into Government Medical colleges through the 85% state quota.

But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level

For 172930 rank, you will be getting marks anywhere between 300-350.

At these marks/rank under SC category there are chances to get the BAMS government college but it would be safer if you would apply through state quota.
