Since you have not mentioned your category so considering it as general. Also note that the admission will be conducted on the basis of your AIR not on the basis of the category rank so category rank won't benefit you in Maharashtra counselling.

Yes, the counseling for seat allotment depends a lot on All India Rank or AIR as the merit list for the state is prepared on the basis of All India rank and then the seats are alloted.
