Yes absolutely you can apply for the aktu colleges as a other state candidate. Considering you will be applying for engineering then you need to give entrance examination to take admission in these colleges.
The AKTU is considered to be one of the largest Technical Universities offering number of programs along with NBA accreditation with various programs at comparatively lower fees. There are a total 700+ affiliated colleges in the U.P state. The placements are also decent with respect to the colleges. The average package of the top colleges is around 6-7L per annum .

Dr. A.P.J. Abdul Kalam Technical University, Uttar Pradesh organizes AKTU/UPTU Counselling 2022. Admission in UG courses will be offered this year through CUET examination. Admission in B.Tech courses will be offered through b scores and in B.Arch courses will be given through NATA scores. Admission is offered to the UG & PG courses in the field of engineering, management, etc
Candidates have to upload the given documents/certificates at the time of UPSEE (UPCET) Counselling 2022:

See this is not the first time when AKTU is going to take admission for their B.Tech courses based on the JEE-Main 2022 score so it is quite not difficult to predict the cut-off ranks for any of the courses because the cut-off ranks and admission chances are only predicted based on analysis of previous year's data which is available for AKTU, so we have to wait for the official cut-offs.
However, being a GFTI it will have a cut-off ranking quite higher than that of private colleges so if you belong to the General category then you should try to secure your percentile above 92-93, but note that this might get changed in the actual cut-offs.

As your EWS rank is this so let me tell you that it is difficult to get a NIT until and unless your home state belongs to one of these NITs-
Other than these you can try for GFTis like Guru ghasidas,Assam University, Kongri Vishwavidyalaya. However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

If in 2023 the 75 percent criteria for JEE mains remain, you will not be able to appear in the exam. In case of AKTU, the requirement is 45% so you will be eligibile to obtain government college by UPSEE counselling (AKTU college). It will depend on your marks though.
