Yes Aliah Univeristy is a good choice for pursuing your computer Science and Engineering program.
The college provides good infrastructure and good studying environment for the students. The professors here have good reviews and are said that they offer qualitative education to their students and are co-operative.
It has overall student rating of 3.8/, it mostly has good positive reviews. The placement opportunities in this college are good as well.
The highest salary package offered to a Student last year was 12 lakhs per annum and lowest package was 2.5 lakhs per annum.
The average package student receive are around 4.5 lakhs per annum.
Companies like TCS, Byjus, Amazon are main recruiters from this college.

hope you are doing great. As per your query I would glad to tell you that aliahc university is one of the prestigious universities of kolkata . Persuing bba+mba from this university will be a good choice as it saves the year . In my opinion ,take this decision after thinking that you cannot change your college for mba if in future you get any better option because integrated course provides bachelors degree only if you complete the whole course . Moreover the placement scenario is fascinating ,around 70 percent student get placed with an average package of 5.2Lakhs

No, you are not eligible for Aliah University as wrst bengal domicile requirement is there for it
Other state students are not eligible for government aided colleges in wbjee. West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and al Also other state students are not eligible for reservation i. e OBC/ST/SC etc.

The basic eligibility criteria for BCA is :
The candidate must have an aggregate of 50% or above in Class 12 in any stream (Arts, Science, Commerce) with English and Mathematics as a compulsory subject.
However,
Some of the colleges grant admission to students who have completed 10(+2) but without Maths and English as compulsory subjects.
The minimum age that is considered to pursue the BCA course is 18 years, but this is not compulsory in all colleges. There is no upper age limit for BCA Admission.

I understand that you didn't participate in the 1st round of counselling and so to answer the 2nd part of your question, you would be able to participate in the 2nd round of counselling if and only if you had registered for the counselling process before the 1st round but were not allotted a college of your choice in the first round itself.
Now to answer the third and the last part of your question, with the rank of 16871, you wouldn't be able to secure admission into Aliah University as the cutoff ranks are much higher than the one that you secured. However, if you would have applied for the counselling process, you should have had a slim chance of getting a seat at Aliah University in the mop-up round of counselling.
