For AIIMS Raipur B.Sc. Nursing (Hons) , you need to pass Class 12 with Physics, Chemistry, Biology, and English. The minimum required marks are:
55% for General, OBC, and EWS category
50% for SC and ST category
Since your percentage is 54.4%, you are not eligible if you belong to General, OBC, or EWS. But if you are from SC or ST category, then you are eligible.

No, NEET score is not compulsory for B.Sc. Nursing admission in AIIMS. AIIMS has its own entrance exam for B.Sc. Nursing admission. You need to clear this AIIMS entrance test to get admission.
