Yes. NTA will conduct NEET as an entrance examination for admission to all Medical Colleges including 1500 AIIMS MBBS seats and 200 JIPMER MBBS seats. These seats will be filled through All India Counselling conducted by DGHS. So its not a combined entrance examination. NEET is the sole entrance examination.

According to the latest eligibility criteria for NEET 2020:-
A student must have passed 10+2 or appearing for the class 12 or equivalent exam with Physics, Chemistry, Biology /Biotechnology and English as core subjects or Biology as additional subject also from a recognized board is eligible for NEET.

Yes, you can repeat 11th and 12th standard in a different stream. But you have to change your education board as it is not allowed to do so in the same board.
To repeat, you just have to apply for the +2 standard by using your 10th standard
