Rusticated means a student studying in his or her own country, if found involved in any kind of malpractice then is rusticated from the college.

All the colleges of aiims have different dates for starting classes. Aiims delhi mostly start classes in mid of July and most of other aiims start classes in first week of August. You can get the classes starting date on the separate website of that aiims in academic section. 

Hello Kumar Ambuj, YES there will be an open counselling held after mock counselling. The Open round of counselling will be start from the third  week of july, 2019. 

The Open round of counselling 2019 will be held at Jawaharlal Auditorium, AIIMS, NEW DELHI.
