The closing rank displayed in the AIIMS website for separate categories is the student's All India Rank(rank under general category). SC rank will be much lesser than this. So you don't take wrong decisions seeing this closing rank and misinterpreting it.

The rank 20678 which you are talking about is AIR not a category rank (atleast in careers360 websites  https://medicine.careers360.com/articles/aiims-mbbs-cut-off .

Let me tell you a example(real) , as the last year 2018 cut off AIR was 14510 and category rank was 304 for SC and the college allocated
