As per AIIMS MBBS cutoff 2019, candidates belonging to General category will be required to score at least 50% marks in AIIMS MBBS entrance exam, while those belonging to OBC category need to score at least 45% and SC/ST candidates will be required to score at least 40% in order
NEET marks are not valid for AIIMS. There's a seperate entrance examination for AIIMS. Admission to AIIMS is done only on the basis of the score that you've got in AIIMS entrance. So no, you cannot get an admission in AIIMS Delhi, or for that matter in any AIIMS.

As you mentioned ,that you have secured 51 rank in st category ; you have higher chances of getting a medical seat in AIIMS bhopal or bhubaneshwar even in new delhi ,if we consider last year's cutoff .
