The transaction status problem is becoming common and many are complaining of the same. I would recommend to wait for 1-2 days to let the server traffic slow down. AIIMS Servers are not designed to handle such huge crowd, when opened at same time.

I have done my AIIMS payment on 23/02/2019 ,it is showing that the transaction hasbeen initiated so you can't do multiple payments for the same ID number.I can't even choose my exam centre due to the delay in payment.What should I do?

If its just the last name, you needn't really be bothered about it. That will not affect your merit in any way so it is still fine. When the admit cards are released for downloading, you can reach out to them stating that the last name needs to be added.
