in order to cancel the college in the state you should not join the college, and should not submit the fees, till the last date given , you can even contact the state officials to inform them about the same.

The number of attempts for General and OBC is 9 and for reserved category is 14 according to the latest update to qualify for neet.
For aiims there is no attempt limit but there is an age limit till 30 years.
