Well deported means that a international student is sent back to his or her country if found involved in any kind of malpractice.

Rusticated means a student studying in his or her own country, if found involved in any kind of malpractice then is rusticated from the college.

Well,yes you can apply for AIIMS PG after having completed your MBBS from any  Medical College recognised by Medical Council of India. The minimum eligibility criteria requires you to score 55 percent marks in MBBS and for SC/ST it is 50 percent marks.
