For AIIMs mds exam first of all you have to clear your BDS then only you can give exam for mds because mds is for master's so first you have to clear your bachelor's.

AIIMS and NEET PG both are completely different. NEET is more factual, AIIMS more clinical and concept based. Hence, if you have a good grip on basics, you may get AIIMS. There are many who do not get good rank in NEET but score well in AIIMS.

Yes you can apply as by the time you are asked for admission you would have completed your internship. The PG session will most probably start in the mid of January. 

Dear Vora, AIIMS PG has no specific rules about this in AIIMS PG Brouchure. But NEET PG rules are that it is mandatory to carry along with you FMGE pass certificate on thecday of the examination. Going by this, you should be fine if you carry your FMGE Pass certificate.
