It's actually very hard to get a veterinary seat in AP with your rank..Accoring to previous cutoffs its always nearly 10,000 for BC-E

The cutt off rank for b.tech electronics and communication engineering for 2020 is 2872
And in 2019 the closing rank for electronic and communication engineering is 3999
These are based on previous year cutoff trends.
