Getting a govt seat also depends on the cutoffs which changes every with number of students, difficulty of paper.

But you have very good chances to get EEE , mechanical and civil brances
There are very low chances of getting government seat in agriculture or veterinary with 12k rank but if you have farmer quota you might have chances of getting government seat.

There is scaling process which compares papers of all shifts. In this process authority check level of difficulty of the paper, papersryle, types of question asked, etc. Based on that they declare the results. So yes difficulties of paper matter.
