Closing rank varies from college to college. It depends on the college you choose. Cut off perecentage for AP eamcet medical was 25% of the maximum marks obtained. There is no particular cut off for sc/ st students.

Your question seems invalid. For admission in medical college you have to give NEET/AIIMS entrance examination. Eamcet is for engineering courses. Medical colleges don't consider EAMCET. Yes you can get admission into private medical colleges in India.

For SC  category Bvsc cutoffs in 2016 for AU region ranges from 11900 to 14500 . For OU region cutoff is around 8900. For SVU region , it is 10000 to 11000.

 Depends on caste …… for BC A it can be last up to 7000–8000… for OC it will be 4000- 5000…. For SC/ST it will cross 15000 for getting a AG BSC. Seat… if your father is army or ex army… then you have a chance to
