Looking at previous years' cutoff trends for JNTU College of Engineering, if you belong to General category, then you may not get a seat there.
However, if you belong to any other category then check the previous years' cut-offs here which will give you some idea about cutoffs

Minimum qualifying mark for oc candidates is 45.
So you are not qualified.
May be some colleges offer you a seat. But most probably if you want to persue engineering, you can go through management quota
