According to Telangna Fee Reimbursement criteria for post-matric scholarship up to 5000 rank.
Fee reimbursement to polytechnic, ITI, and degree and beyond level. AP post matric scholarship
According to this TS Govt G.R:-
1. Fee reimbursement will be applicable for students who secured below 5000 rank.
2. Regardless of rank, SC/ST/BC applicants are eligible for fee reimbursement.
3. Students who studied in residential colleges or under the corporate college model, in which these colleges are operated by a welfare group or department, are eligible for cost refund.
4. Students with a rank higher than 5000 can only receive up to Rs 35,000 regardless of their college fees.
5. Only Telangana-based students are eligible for fee reimbursement.
6. Neither of the parents should work for the government.

No, it is not possible for a B.Sc Physics first year student to join B.Tech second year. Only students who completes their Diploma in Engineering are eligible for Lateral Entry into B.Tech second year.
If you wish to join B.Tech then you can join B.Tech first year on basis of your 10+2 or equivalent exam from a recognized Board. But your first year B.Sc Physics will be gone waste. If you are okay with it can go ahead with B.Tech first year.

Yes definitely candidates who are non residents of Andhra Pradesh and reasonable to give the AP CET entrance examination for getting admission into various courses offered. However, the students are eligible to get admission only in the 15% of overall seats available because the rest seats are reserved for home state candidates for domicile holders of Andhra Pradesh.

APSCHE will conduct AP ECET for admission to second year BTech/BE/BPharm course on 19th September for which the application form is already released on 12th July, and the last date to fill the form is 12th August, you can register at https://sche.ap.gov.in/ECET/ECET/ECET_HomePage.aspx, the eligibility criteria to appear for AP ECET is passed diploma in engineering/pharmacy from AICTE approved institution securing 45% aggregate, there is relaxation of 5% for reserved categories, also candidates who have passed BSc with mathematics as one of the subject in graduation too are eligible to apply, also candidates should be long to Andhra Pradesh, and fulfill the local/non-local status ,

Yes, you can appear for AP ECET even if you have backlog in Diploma provided you must pass in the backlog subject and pass in Diploma in Engineering and Technology/Pharmacy from the State Board of Technical Education of Andhra Pradesh State or any other AICTE approved institution with minimum 45% marks if you belong to general category and if you minimum 40% marks if you belong to the reserved category. Candidates who have passed 3-year B.Sc Degree with Mathematics as one of the compulsory subjects from a recognized Institution or its equivalent are also eligible.
You must pass in the qualifying examination and obtain the results on or before the counselling starts. You will get admission only if you have passed in the qualifying examination, if not you cannot admission even if you have secured decent rank.

AP EAMCET Andhra Pradesh engineering agricultural and medicine common entrance test is taken for admission in engineering, agriculture, pharmacy and medicine.
Anil Neerukonda Institute of Technology and Sciences is a good private Engineering College situated in Visakhapatnam. And on the another hand . GMR Institute of Technology is also another good private Engineering Colleges situated in srikakulam.
Actually it is quite difficult to tell about the exact cutoff because each year the cutoff trend changes and it depends upon various factors like difficulty of paper number of students etc. You also have not tell the the category of yours.
However in the year of 2019 the closing rank of of BTech in electrical and electronics engineering in anita Visakhapatnam was 15353 and the opening home state rank was 7583.
And for GMRIT the closing rank of 2019 of EEE branch was 17773 and the opening home state rank was 13873.
