We can't say exactly that your friend will get seat in GVP, your friend rank is near to eligible criteria by considering previous year rank, so we can say that your friend has 50:50 chances to get seat in GVP. Give first priority to GVP in counselling and select another

Below are the tentative dates. 

APICET Counselling dates are released, certificate verification starts from July 16th to july 19th  and web option date was started from july 18th  to july 22nd, and counselling results are announced on 24th july. The counselling fee is 1200 rs/- for other castes and 600 rs/- for sc and st.

There's no official declaration or official notice of how many students got admission in AU,Visakhapatnam ,but as its a very good college most of the students try to get admission in that college and yes seats will be filled very fast.
