Caste certificate is valid as your caste wont change with change in time 

but Income certificate needs to be update every four years but the govt is planing to make all certificates for life long period ,as if for now you need to update your certificate

As per your rank, you have less chances of getting a seat in JNTU, Ananthapur, as per past year's records their closing rank for BC-D category was around 2900 rank so that makes your chances to get a seat a little less. However other colleges where you can get
