No. without having 10th and inter transfer certificate, you cannot attend AP ICET counselling. Because the officials will ask for the verification of the documents. If you can't show them or give a valid reason while the verification of the documents during the counselling, they will simply reject your counselling. So make sure you have all the necessary documents before you go for AP ICET counselling.

Sri Venkateswara University, Tirupati will release the exam dates of AP ICET 2021 tentatively in the second week of February, 2021 on the official website i.e. sche.ap.gov.in.  AP ICET 2021 exam dates will include the complete schedule for Andhra Pradesh Integrated Common Entrance Test. The AP ICET 2020 counselling has not yet started. So until second week of February 2021 there won't be any information regarding AP ICET 2021.

Keep visiting the official website because the results will declare soon. Due to some development problems the website has not gone live till. Keep patience. If it bothers you much then you can contact the APICET authorities and ask for the same they will resolve your query.

from above link you can contact them. Have some patience its likely they will release their seat allotments till last week of november or 1st to 2nd week of december but yet officially no notice has been issued.

You can get a free seat in any of the college in Andhra Pradesh

You may have less chances to get in to government college but you can get into free seats of private colleges.

Being a child of employee  means you won't get a fees reimbursement i.e you need to pay tution fees for the College .

APICET is like an entrance exam and getting rank below 1000 may fetch you admission in some good colleges but there is no extra benefits like scholarships etc.You are given seats in various colleges through APICET by counselling.This is what ranks are meant for.By fee waiver reservations you may get scholarships but for that you need to show certificates of income and it has nothing to do with rank.
