You can give entrance exams like JEE, WBJEE, VITEEE, SRMJEE, AEEE, BITSAT, MHT-CET to choose the best course for yourself.
After completing any of the above course you can either placed in a good IT company in your college campus placement or you can try off-campus placement. it will be more better if you choose product based companies like FAANG ( Facebook, Amazon, Apple, Netflix, Google).

As per AP Polycet Counselling & Seat Allotment 2019-State Board of Technical Education and Training (SBTET), Andhra Pradesh Polytechnic Course a lot more demand upon ranks as compared to numbers . If your number are less and rank is good in 10000 and below then you can easily get admission in government college.

Yes. Instead of income certificate, you can take white ration card for AP POLYCET Counselling process. White ration card is enough for claiming tuition fee reimbursement instead of income certificate. Also while document verification of AP POLYCET Counselling, it is also mentioned that the candidate, if is economically backward, then he/she can bring the income certificate or white ration card so as to claim tuition fee reimbursement.

Look, your rank is medium & not so good at all. So you have less chancee to get a government college in polytechnic. One should be with less than 10000 rank to get a government seat. Candidates with 10k to 20k ranking may get good private ones.
So, you should go for medium private polytechnic colleges. Still, you may try for govt ones.
