There is still  time left for certificate verification to start .

Don't worry about it.

Incase your college fails to give your certificate on time then 

You have to take a letter from your college stating that there is a delay .

Yes, you are eligible for AP PGCET counselling, but for joining PGCET you have to clear all backloks in engineering before the joining date for pgcet. If you can't clear subject backloks then you are not eligible for pgcet. Generally in some univercites we have option to leave two subjects

For paying fees of counselling you need to login to official website through your hall ticket number and rank of APPGECET. After that you can pay the fee and go for choice filling as per you rank and choice.Do check the link below all the instructions are provided there.I
