The dates are not officially declared yet. The counselling is predicted to happen on the mid of august or maybe soon. The results are declared. yes, you can apply to any autonomous colleges. It depends on the college cutoff's after it declares.

appgecet is another entrance exam for mtech admission. however if you qualified in gate you can get 8000-12400 in every  month as stipend , and this is applicable for all institution.

minimum 8000 rs you can get as stipend for every month. if you study mtech from iits
