As of now, there's no upper age limit for NEET, as long as qualify the following criteria you're eligible t apply for NEET:

Passed 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects, having Biology as an additional too counts here.

After 10th you can't do any graduate or degree program in animation. Although there are some short term diploma courses for graphic design or animation, but, pursuing formal education and getting a degree is the ideal way to make a career in the field of graphic design or animation.

Seeing your rank and category details, it is a bit difficult for you to take admission into a good college and that too in CSE branch. Since for CSE branch, cutoffs are usually higher. But, there are some colleges that accept lower ranks for CSE branches.
