Yes, it is necessary for other state quota candidates to submit permanent residence certificate to get into Anna University. After you enter the required information in the application form, press submit button, then take a printout, the printout contains filled in application and format for permanent residence certificate.

admission is done by TNEA counselling conducted by anna university. you need to participate in tnea counselling to get admission in anna university.

however for other state candidates there are separate quota/reservation.
