Yes, you can apply for TNEA with NIOS marks but subject to fulfilling other criteria i.e. you must have passed with minimum 5 subjects including English, Physics, Chemistry, and Mathematics with minimum 50%.
The candidate must have attained an age of 17 years at the time of admission.
You can apply for admission to Undergraduate Engineering and Technology courses thorugh TNEA Counselling. TNEA 2019 admission process will be conducted by Anna University and admission is based on the normalized marks of 10+2 (qualifying exam) only, and no separate entrance test will be held.

TANCET exam is conducted by Anna University for admission to M.Tech programme offered by various colleges of Tamil Nadu. Candidates are also required to have a valid GATE score and TANCET score for admission to College of Engineering, guindy.

The cutoff for the college's and for JEE ADVANCE will only be declared by NTA after the April exam of JEE MAINS. It's due to the reason that the cutoff will also depend on the second exam as the best of two scores of the candidate will be

You may qualify and may not qualify .If you will qualify you won't be able to get seats in any NITs .So this is like not qualifying.You can think it as a border line.
I would suggest you to prepare again for JEE in april.Stay focused .

Yes there is a priority difference. GATE candidates are exempted from answering TANCET.
They are prefered first, seats priority will be given to them first.
For all NOT GATE qualified students, entry into ME is based on TANCET exam conducted by Anna University.
