Anna University is for Tamil Nadu candidates and other state candidates join using open state category and the rank in that  category is very low and it is difficult to crack. There are different cutoff range for the different streams and branches.

Yes off-course you can apply. You will have to apply and clear the cut-off in TNEA exam, which is held for entrance into anna university. The eligibility of TNEA can be seen by following the below mentioned link:
