AP NEET counselling 2020 is expected to begin tentatively from the second or third week of November 2020. Till now they haven't announced, the date are yet to be announced. AP NEET 2020 counselling will be managed by Dr NTR University of Health Sciences (NTRUHS), Vijaywada.

Candidates can apply for the state quota by November 10. The choice filling will be conducted from November 12 to 15. The first first allotment result will be out by November 19, 2020. The state government has begun the registrations for the state quota and NRI quota seats.

With an All India Rank of 161576, your NEET score is 421. With this score you might get a Government Quota seat in Private Medical Colleges of Telangana. You haven't mentioned if you hod the local/non local status of AU/SVU areas to participate in AP State Counselling. Please do help us with this information so as to help you better. Because to participate in AP State NEET Counselling, you will have to fulfil the domicile criteria. Andhra Pradesh Domicile students who are eligible for admission to Andhra Pradesh Medical Seats are not eligible for NEET 15% all India Quota Seats (Govt Seats)
They are also not eligible for other States Government Medical Seats.
But they are eligible for admission in Private Medical Colleges in Other States.
So that means that an ap neet student cannot apply for Telangana state counseling.

Since your baby has studied from class 1st to 10th in Andhra Pradesh and only two years in Tamil Nadu so according to the domicile requirements her home state will be considered as Andhra Pradesh.
So on such marks and category she has good chances of getting some government medical colleges in Andhra Pradesh under state quota according to previous year's cut-off. As we go through previous year's cut-off then it shows that she can get following colleges :-
