If your income is more than the base income required for being an OBC then the chances of you getting an scolarhsip are less. It depends on state to state and university to university. Most likely application systems won't allow you to finish and submit your application unless you pay the required fees. But, in any case, you can try contacting by mail or call if helpline email and phone number is provided. Generally, after the deadline is met with and you still haven't paid the fee then, the application is not further processed.
